WHO THEY ARE

The Estancia Valley Solid Waste Authority (EVSWA) provides solid waste collection, recycling, and disposal services to residential and commercial customers across Torrance County, New Mexico, and municipalities in Bernalillo, Guadalupe, Lincoln, and Santa Fe Counties. Established under County Ordinance 94-12, EVSWA operates nine collection stations; manages the Estancia Valley Regional Landfill (EVRL) and the Vaughn Landfill; and runs active recycling programs for materials ranging from cardboard and metals to used motor oil and light bulbs.

EVSWA has been recognized by the New Mexico Solid Waste and Recycling Association (NMSWANA) for its safety program, and operates in active partnership with the New Mexico Environment Department — the agency that would permit and oversee the proposed recycling facility.

WHY EVSWA FOR THIS PROJECT

EVSWA isn’t simply a willing partner — they’re the natural home for this facility. With more than 400 acres at their existing site outside Moriarty, New Mexico, they have the physical footprint most recycling operators spend years trying to acquire. Their NMED designation means the regulatory groundwork is already laid.

Critically, EVSWA sits within 50 miles of multiple active and planned wind farms — including the Western Spirit Wind Farm (377 turbines) and within the service radius of the SunZia Wind Project (916 turbines, the largest in the Western Hemisphere when it opens in June 2026). That proximity dramatically reduces the transportation costs of wind blades, making recycling less economical than landfilling.

WHY LOCATION MATTERS

Close to the source

The nearest wind blade recycling facility is in Lubbock, TX — more than 200 miles away. EVSWA’s location near Moriarty puts it squarely in the center of New Mexico’s wind energy corridor.

Infrastructure already in place

EVSWA already operates the roads, equipment access, utilities, and staffing infrastructure that a recycling facility requires. The bones are there — the facility is the next step.

Room to grow

With 400+ acres, EVSWA has the land to accommodate large-scale blade processing, blade storage, and the logistics needs of a regional recycling operation serving farms across the state.
